Fourth Quarterly Cost Report
The moderate inflation rates experienced by the construction industry for
much of the 1990s through 2003 may go down in economic text books as a fluke
made possible by the rare combination of cheap imports, energy and money
combined with a relatively weak global economy. Those conditions now are
changing.

Highway construction market
expected to rise in '05, but so should costs
Improving state and local budgets and more federal highway aid should help boost
the U.S. highway construction market by 4.5% in 2005, one economist predicts.
Soaring construction costs, however, may cut into that growth, with the value of
work performed on highway and bridge projects expected to reach a record $69
billion, up from $66 billion in fiscal 2004, a report says.

Report rates energy efficiency,
cost-effectiveness of top building technologies
A review of 200 technologies and practices to see which are the most energy
efficient lists two distribution system improvements -- leakproof ducts and duct
sealing -- and two practices -- design of high-performance commercial buildings
and retrocommissioning -- as offering particularly high energy savings
potential, in addition to helping to save costs. The review was conducted by the
American Council for an Energy-Efficient Economy.

Florida likely to
reconsider building codes
When the Florida legislature
conducts an expected special session devoted to hurricane-related problems next
week, building codes will likely be a top item on the agenda. While insurance
industry engineers and others are expected to tell legislators that the 2001
building codes helped buildings fare better than structures built before the
codes, some experts say damage from the season shows the codes still aren't good
enough, especially in inland counties.

Aggregates producers can boost their
revenue by recycling concrete and asphalt rubble from demolition sites. The
debris can be received in a number of ways, including having contractors haul
rubble to their quarries or setting up a road-portable recycling plant near a
building or road demolition project.

Undersea resort to give
guests fish-eye view of Caribbean
Plans are underway for a new
Caribbean resort designed particularly for those who've always identified with
the Beatles' lyrics "I'd like to be under the sea, in an octopus's garden in the
shade." The $40 million Poseidon Undersea Resort, due to open in early 2006 off
of Eleuthera Island in the Bahamas, will be submerged 50 feet below the surface,
depressurized to sea level and accessed from an onshore reception area via a
tunnel.

Caterpillar's new dozer
shifts to high gear
Caterpillar's newest dozer,
scheduled to arrive next spring, has updated features including cleaner-burning
engines, electrohydraulic controls, onboard diagnostic tools and longer
oil-change intervals. The approximate price for a tractor today is $524,000,
whereas the first Caterpillar tractor sold in 1906 for $5,500.

An employee stock ownership
plan is "an organizational tool you can do a lot of things with," says one
company president, who sold all his shares in the firm to the company's ESOP.
The plan allowed him to get a loan with favorable tax treatment, start
transferring ownership of the company and make employees feel more connected to
the business.
